Reducing construction time is the main task of the investor. After all, this reduces both the payback time of the object, and the costs of its construction, and the financial risks associated with the withdrawal of funds from circulation for a long period. The organization of work aimed at improving the quality of decisions made — construction engineering — allows to achieve the goal.

When do customers use the services of engineering companies?

In Uzbekistan, according to the law, only an organization with a certificate of conformity or engaging an organization with a similar certificate to perform the assigned tasks can carry out the functions of the Customer in construction. Therefore, many companies, starting the implementation of a construction project, must either create their own customer service and receive a certificate, or conclude a contract for project management in construction with an engineering company. The first option is not suitable for everyone, because if construction is not a core business or the volume of capital investments in this area is not large, then it is economically inexpedient to maintain such a service in the structure of the company.

In addition, creating such a service is not an easy task. The qualifications of its employees must be high enough so that they can exercise control at all stages of design, construction and commissioning of the building. The customer will have to make decisions, the correctness of which will directly affect the final cost of the object and, in general, the success of the implementation of the idea. Therefore, the Customer, who does not have a trained engineering service in his staff, but relies only on his life experience, the «advice» of friends and the Contractor’s assurances that «everything will be as it should», unfortunately, is doomed to mistakes. Miscalculations can turn into long-term construction with indefinite commissioning times, uncontrolled quality and an exorbitantly inflated budget.

In terms of numbers, how much can engineering companies in practice reduce the loss of appreciation during construction?

The statistics of the world engineering practice shows that with inept project management, the costs of its implementation grow by 40% or more. The costs for the services of an engineering firm are approximately ten times less. Apparently, this is why investors in most countries of the world attract engineering companies for construction, saving their money, time and nerves. After all, it has long been known that the best result happens when everyone does their own thing.

The advantages of working with an engineering company are as follows:

  • The engineering company protects and represents the interests of the Customer at every stage of the construction project.
  • The engineering company is not a financially interested party in the construction project. All settlements between the Customer and the Contractor are carried out directly.
  • The engineering company is interested in a reasonable reduction in the cost of construction for the Customer, counting on a bonus from the amount of reduction in the cost of work.
  • The engineering company is interested in reducing the construction time for the Customer, counting on a bonus if the construction deadlines stipulated by the contract are met.
  • The engineering company is responsible for the technical solutions recommended to the Customer.
  • The engineering company under no circumstances imposes on the Customer this or that decision, all proposals made are justified by the current construction standards and are of a recommendatory nature.
  • The engineering company reports to the Customer on the work done with reports, including photo reports.
    The costs incurred by the Customer for the services of an engineering company begin to pay off already at the design stage due to competent technical solutions, which subsequently turn into cost reductions at the stage of construction and subsequent operation of the facility.

What does construction engineering include?

At the pre-investment stage, the engineering company determines how much it is possible to build or reconstruct an object at a given location, and also develops pre-project documentation. For this, the collection and analysis of information on topographic survey and geology is carried out, the terms of reference and a feasibility study for the upcoming work are drawn up. During the development of pre-project documentation, the volume of the building, its functional purpose, the opinion of the public and regulatory authorities are determined, the costs of construction and its timing are calculated quite accurately, i.e. the engineering organization helps the investor make a decision: is he able to build this object, or should he abandon construction or moderate his appetite — to build a building simpler and smaller. This is one of the most important stages when capital investment risks are assessed.

At the design stage, an engineering firm helps to conduct a tender and find a design organization, monitors the production of design and survey work, the timing of issuing design documentation, examines the technical solutions adopted in the project for their efficiency, determines the cost of construction costs, monitors the approval of the project and his expertise, receives permission for construction and installation work.

After that, the construction itself begins. The engineering company organizes a tender to find a general contractor, «weeds out» unscrupulous bidders who artificially lower the price for the sake of winning, and then, during the construction process, setting additional requirements that significantly increase the planned costs, provides methodological and legal assistance in concluding an agreement with the general contractor, performs technical supervision production time of work.

When the construction or reconstruction is completed, the engineering firm, together with the General Contractor, prepares the as-built documentation for the commissioning of the object, organizes the acceptance of the building by the members of the state commission.

Can a customer choose from a list of services offered by engineering companies only those areas in which he himself is not very confident, or do you recommend doing turnkey projects? Why?

If the customer has a customer service certified for the entire list of works (integrated management of construction activities + technical supervision), he hardly needs engineering — it is better to hire a highly qualified specialist to manage a specific object. If there is no certificate for technical supervision, you can attract an engineering company only to work in this area.
In general, the customer can either transfer part of his functions and powers to the engineering organization, or carry out complex project management with the help of the engineering organization. And to do a turnkey project with an engineering organization, of course, is better — in this case, a conflict between your services and engineering is excluded.
